Engineering Services Department - the Trump Card for Long-term Success of Integrated Steel Plants (ISP)

Integrated Steel Plants (ISP) are prime movers of economy for many of the developed and developing nations. The ISPs are the major producers of iron and steel products viz., pig iron, wrought iron, blooms, billets, rods, wires, angles, channels, beams, rails, plates, slabs, etc  which are essential materials required in large tonnage for infrastructural development. Buildings, bridges, power distribution networks, railways, heavy machines, ships, automotives, railway wagons, consumer durables all need steels of various grades and forms. In reality the major industrial out put depends on the primary iron and steel products that are are produced by the ISPs. Due to this, there is a substantial direct and indirect impact this industry makes on the overall economy of the country where it is located.

Iron and steel production can be done in many ways.

One method is to have small iron and steel processing facilities such as small blast furnaces which produce pig iron from iron ore, direct reduction furnaces to produce Direct Reduced Iron (DRI) pellets, Open Hearth Furnaces and Electric Arc Furnaces to make steel of various grades, Continuous Casting Machines, Rolling Mills and Re-rolling mills for various kinds of merchant steel products, etc which are established at different locations, mostly in the non-corporate sector. While this kind of steel production is also desirable, it cannot be counted in the core industry grouping, because of the lower impact the individual units can have on the economy as a whole.

The most recognized method of production of iron and steel having a direct impact on economy is the ISP route. An ISP typically produce saleable steel products from primary raw materials like iron ore in the capacity ranges to the tune of Million tonnes per annum (Mtpa)

Normally an ISP is established in a green field site covering an area of a few thousand square meters where the production facilities together with an industrial township soon come into existence making total changes to the area. Ever since the inception of the ISP on a land having practically negligible economic value, it becomes a hub of all kinds of economic activities where millions of tonnes of raw material come in, processed and go out as finished products. Many small and medium scale ancillary industries come up in and around the ISP because of the opportunities the ISP offer. Thus the ISP site becomes home to thousands of people engaged in value added economic activities. An ISP thus functions as a growth engine and most often a new city may emerge due to the impetus it provided to the economy.

A steel plant which produces steel in the Mtpa range need not be an ISP because simple facilities producing steel from scrap with only one or two production processes in one location can also be termed as a steel plant in that capacity range. An ISP essentially integrates many production systems in one location. Most of the bulk production processes are carried out in different production facilities in the same plant area, each becoming a receiver and deliverer of bulk goods at the same time.

An ISP typically has bulk raw material receiving and handling yards, fuel handling facilities, iron making facilities, steel making facilities, steel rolling and finishing facilities, production and handling facilities for utilities and power, pollution control facilities, waste and bye product processing facilities, etc.

Direct employment potential by a typical ISP in the 2-4 Mtpa capacity range is to the tune of about 75000 at the plant location. In recent times a company owning and operating an ISP may not show that many people on its direct rolls because much work now-a-days gets outsourced to other agencies and companies. The direct employment potential of one ISP of 4 Million tpa may be taken as 30000 whereas its indirect potential in its home site would be to the order of 100,000. An ISP of this kind should typically have an annual turn over of over $ 25000 Million. The economic impact that creates in a country would be many times that and the government's coffers gets filled up by huge amounts in taxes, both direct and indirect, just by the  presence of one such ISP.

If an ISP gets in to a lock out or closure for some reason, it is the government who will be the biggest loser, no matter whether the ISP was owned and operated by public or private firms. All those directly and indirectly connected with it of course would most likely lose their source of bread-and-butter adding additional botherations for the government. Such situations have happened in some countries like the USA where the governments foolishly thought it wise to shift their attention from such core industries to other areas !

Setting up an ISP is not an easy task now-a-days. Thousands of acres of land area is required to be earmarked. Money in billions would be needed. Years of effort by thousands of people would be required. But once done, an ISP is a 'goose laying golden eggs' for decades, perhaps for a couple of centuries for the country and its people !

Most of the industrialized and so-called developed nations in this world such as the UK, USA, Japan, Russia etc achieved that position due to the high volumes of steel production they achieved through many ISPs that were established in the 19th and 20th centuries. Two nations that repeated the mass industrialization success in recent years by setting up large ISPs are South Korea and China.

In recent years the world has also seen emergence of new business tycoons who could catapult themselves to that position by acquiring control of some old ISPs whose previous owners thought it not wise to have those steel plants.

It is a classic example of how ISPs can be headache and loss making proposition for some while at the same time could be a pleasure and great profit making opportunity for some others.

Now the big question is how to keep this gigantic industrial establishment of an ISP running for the benefit of the nation and its people for decades and decades?

As the management of an ISP involves complex professional skills and competencies, any short sighted management approach can bring about long term adverse effects on an ISP.

Often it is the short sightedness of the ISP managers of the latter generations coupled with half-hearted government policies which kill an ISP which has served the nation for some decades.

One of the reasons for such a situation is the neglect the ISP management did in the days of good earnings and profits to keep the engineering service department of the ISP in sound performance levels.
While the equipment and the plants of the ISP are in peak performance, the short sighted ISP management is likely to do the folly of considering the engineering service as an unnecessary or unimportant department of the ISP.  The Operations and Maintenance (O&M) management, the Personnel Management, the Materials Management and the Marketing Management systems of the ISP could be considered as the most important functions and the short sighted top management may do the folly of succession planning neglecting the engineering services. The latter is required for planning future additions, modifications and replacements (AMR) including modernisations of equipment and plant systems to keep the ISP up-to-date with changing requirements of the times and this is possible only when there exist a key department with experienced engineers and technologists in all key functional disciplines who are well versed with the existing plant , its processes and systems. These are the people who keep a continuous eye on the changing market trends and the possibilities of effecting retrofits in the existing plant to keep the ISP running not succumbing to obsolescence.

The engineering services therefore should be a group well motivated and empowered with necessary facilities and support systems that make them competent to take up all engineering challenges concerning AMR schemes for their ISP at any point of time.

However, the output and the results of the efforts of the engineering service department cannot be visualized in a short duration. Exactly on account of this reason, there is all possibility that a short sighted top management of an ISP forgetting this department creating a doomsday situation for the ISP in future. When things go wrong, some ISP top managements try to do the fire fighting actions of recreation or re-activation of the engineering services. Often in this process, engineers with practically no experience in engineering services functions are drawn from other experience areas to revive the almost dead engineering service department. This department now comprising of engineers not having the required experience and competency levels are assigned with major tasks of planning future investments in the ISP. One can guess what would be the impact of this on the ISP.

A 2-4 Mtpa ISP typically employs hundreds of engineers to manage its plant and systems. In any ISP which has a track record of good performance for decades would have a well managed engineering service department who are the custodians of all technical documents concerning the ISP right from its inception. This department would be an important one kept directly reporting to the Chief Executive or someone of that standing in the overall organisational set up of the ISP.

For those ISPs which are of bad track record or fluctuating histories, this may not be the situation.

Anyone interested in finding why some integrated steel plants perform consistently well while many others linger on erratically it may be worth while to do a research on this aspect. It may also be an interesting finding that many poor performing integrated steel plants do not have professionals who are experienced in engineering services in their top decision making levels.

Engineering Services Department (ESD) in effect is the trump card for an ISP for its long term success. Those ISP managements who overlook this aspect create a situation of cutting short the life of the ISP or incurring avoidable losses in terms of unjustified capital expenses affecting the overall long term performance. This in effect is not only detrimental to the business of the company concerned, but also to the nation in which the ISP is located.

God Is No Respecter of Persons : A Universal Truth from the Bible and the Urantia Book !

Though I was born and brought up in a traditional middle class Christian family belonging to the Syrian Christian community concentrated in the Malabar Coast of India in the state of Kerala I never attempted studying the Bible very seriously for most period of my time.

I think I would not stand as an exception in this regard. This might generally be the case with almost every Christian in this world.

This does not mean that I have not read the Bible. I have read from it from here and there many times and have fairly a good idea (that is what I think) about its contents. But I know many in my community who know what is in the Bible much more than me as far as their abilities in memorizing the verses and their abilities in pin-pointing a verse quickly in the Bible is concerned.

I keep marvelling at such abilities of people.

Then there are another type of Bible readers. They keep reading without understanding what is written in it. In reality they are reading their religious holy book as a ritual, the way they have been traditionally instructed to do. This kind of reading is what most followers of other religions also do. They do the reading rituals, from their respective holy books, believing that such reading would invoke the gods and in turn they receive favors from the God or gods. For such readings, it is not even necessary that the person reading the book understand the meaning of the language. He or she should only know just to read the scripts ! The prayer- wheels are just an ingenious  version of this kind of reading !

Then there are religious scholars in all religions. They are called theologians. They are the ones who know the religious books and the meaning of the holy words and are authorized to interpret the meanings of the words and verses of the holy books. There are religious universities and educational institutions all around the world which offer regular and advanced courses in religious studies awarding various kinds of degree certificates.

But there is something common to all these kind of readers of religious books. Deep in their hearts they nurture a feeling that by doing all these they are going to be specially treated by others and by God Himself.

They do it for a special favor, a special status either from those around them or from God.

Getting the favor from those around might become a reality for many.

But what about getting a special favour from God ?

I used to think about this a lot. Then this Bible verse caught my attention :

The Bible stresses that God does not show any partiality or favoritism to any one because of his abilitiy, status, caste, religion, race, color, position, status, knowledge or wealth.

Though this is something well understandable, most people apparently have not fully comprehended the essence of this truth statement of the Bible.

My favorite book, the Urantia Book, uses this phrase liberallay at many places to stress the meaning more comprehensible to those who are interested.

Let me reproduce some of those paragraphs from the Urantia Book where this phrase is used:

"To every spirit being and to every mortal creature in every sphere and on every world of the universe of universes, the Universal Father reveals all of his gracious and divine self that can be discerned or comprehended by such spirit beings and by such mortal creatures. God is no respecter of persons, either spiritual or material. The divine presence which any child of the universe enjoys at any given moment is limited only by the capacity of such a creature to receive and to discern the spirit actualities of the supermaterial world." ( TUB 1:4.6 )

"The Fatherhood of  God and the brotherhood of man present the paradox of the part and the whole on the level of personality.  God loves each individual as an individual child in the heavenly family. Yet God thus loves every individual; God is no respecter of persons, and the universality of his love brings into being a relationship of the whole, the universal brotherhood." ( TUB 12:7.8 )

" Personality is unique, absolutely unique: It is unique in time and space; it is unique in eternity and on Paradise; it is unique when bestowed — there are no duplicates; it is unique during every moment of existence; it is unique in relation to God — he is no respecter of persons, but neither does he add them together, for they are nonaddable — they are associable but nontotalable." (TUB 112:0.12 )

"  One day while resting at lunch, about halfway to Tarentum, Ganid asked Jesus a direct question as to what he thought of India’s caste system. Said Jesus: “Though human beings differ in many ways, the one from another, before God and in the spiritual world all mortals stand on an equal footing. There are only two groups of mortals in the eyes of God : those who desire to do his will and those who do not. As the universe looks upon an inhabited world, it likewise discerns two great classes: those who know God and those who do not. Those who cannot know God are reckoned among the animals of any given realm. Mankind can appropriately be divided into many classes in accordance with differing qualifications, as they may be viewed physically, mentally, socially, vocationally, or morally, but as these different classes of mortals appear before the judgment bar of God , they stand on an equal footing; God is truly no respecter of persons. Although you cannot escape the recognition of differential human abilities and endowments in matters intellectual, social, and moral, you should make no such distinctions in the spiritual brotherhood of men when assembled for worship in the presence of God .” ( TUB 133:0.3 )

(Jesus said ) " My son, you do not comprehend the meaning of adversity or the mission of suffering. Have you not read that masterpiece of Semitic literature — the Scripture story of the afflictions of Job? Do you not recall how this wonderful parable begins with the recital of the material prosperity of the Lord’s servant? You well remember that Job was blessed with children, wealth, dignity, position, health, and everything else which men value in this temporal life. According to the time-honored teachings of the children of Abraham such material prosperity was all-sufficient evidence of divine favor. But such material possessions and such temporal prosperity do not indicate God’s favor. My Father in heaven loves the poor just as much as the rich; he is no respecter of persons." ( TUB 148:6.2 )

(Jesus said) " You have come out from among those of your fellows who choose to remain satisfied with a religion of mind, who crave security and prefer conformity. You have elected to exchange your feelings of authoritative certainty for the assurances of the spirit of adventurous and progressive faith. You have dared to protest against the grueling bondage of institutional religion and to reject the authority of the traditions of record which are now regarded as the word of God. Our Father did indeed speak through Moses, Elijah, Isaiah, Amos, and Hosea, but he did not cease to minister words of truth to the world when these prophets of old made an end of their utterances. My Father (God) is no respecter of races or generations in that the word of truth is vouchsafed one age and withheld from another. Commit not the folly of calling that divine which is wholly human, and fail not to discern the words of truth which come not through the traditional oracles of supposed inspiration. (TUB 155:6.2 )

" In many ways these gentile believers appreciated Jesus’ teachings more fully than the Jews. Many of these Greek-speaking Syrophoenicians came to know not only that Jesus was like God but also that God was like Jesus. These so-called heathen achieved a good understanding of the Master’s teachings about the uniformity of the laws of this world and the entire universe. They grasped the teaching that God is no respecter of persons, races, or nations; that there is no favoritism with the Universal Father; that the universe is wholly and ever law-abiding and unfailingly dependable. These gentiles were not afraid of Jesus; they dared to accept his message. All down through the ages men have not been unable to comprehend Jesus; they have been afraid to." (TUB 156:2.4 )

" How cruel and unreasoning to compel innocent children to suffer for the sins of their progenitors, misdeeds of which they are wholly ignorant, and for which they could in no way be responsible! And to do such wicked deeds in the name of one who taught his disciples to love even their enemies! It has become necessary, in this recital of the life of Jesus, to portray the manner in which certain of his fellow Jews rejected him and conspired to bring about his ignominious death; but we would warn all who read this narrative that the presentation of such a historical recital in no way justifies the unjust hatred, nor condones the unfair attitude of mind, which so many professed Christians have maintained toward individual Jews for many centuries. Kingdom believers, those who follow the teachings of Jesus, must cease to mistreat the individual Jew as one who is guilty of the rejection and crucifixion of Jesus. The Father and his Creator Son have never ceased to love the Jews. God is no respecter of persons, and salvation is for the Jew as well as for the gentile." (TUB 175:2.3 )

(Jesus said to them) " Levi, I know much about your anxieties, sacrifices, and labors to keep the treasury replenished which your brethren do not know, and I am rejoiced that, though he who carried the bag is absent, the publican ambassador is here at my farewell gathering with the messengers of the kingdom. I pray that you may discern the meaning of my teaching with the eyes of the spirit. And when the new teacher comes into your heart, follow on as he will lead you and let your brethren see — even all the world — what the Father can do for a hated tax-gatherer who dared to follow the Son of Man and to believe the gospel of the kingdom. Even from the first, Levi, I loved you as I did these other Galileans. Knowing then so well that neither the Father nor the Son has respect of persons, see to it that you make no such distinctions among those who become believers in the gospel through your ministry. And so, Matthew, dedicate your whole future life service to showing all men that God is no respecter of persons; that, in the sight of God and in the fellowship of the kingdom, all men are equal, all believers are the sons of God.” ( TUB 181:2.14 )

" Jesus then turned toward Peter and asked, “Peter, do you love me?” Peter answered, “Lord, you know I love you with all my soul.” Then said Jesus: “If you love me, Peter, feed my lambs. Do not neglect to minister to the weak, the poor, and the young. Preach the gospel without fear or favor; remember always that God is no respecter of persons. Serve your fellow men even as I have served you; forgive your fellow mortals even as I have forgiven you. Let experience teach you the value of meditation and the power of intelligent reflection.” ( TUB 192:2.2 )

How beautifully this universal truth is explained here.

What is needed is the heart and soul to understand and the will to live a life with an understanding of such universal truths !

Is it Necessary to Overcome Temptations ?

While we lead the life of the human beings on this earth we are posed with umpteen numbers of allurements which tempt us to take a choice in their favour. Back in our minds somehow we recognize that these may not be good for us or to the society that we live.

Yet, deciding to fall to the temptation is very common to most people. Often we keep doubting whether it is worth to overcome such temptations. Are we in any way becoming foolish by not accepting some of those 'golden' chances?

We are indeed free-willed. We are capable of taking any decisions, both good or bad. That is the way we have been made or designed.

We are capable of thinking and directing our thoughts in any direction, both creative or destructive, positive or negative. In the same manner we are capable of acting freely as per our own choice.

But in some situations we, of our own way might not think or act in a particular manner unless induced to do so by some external elements. These external inducements are the agents of temptations.

Though we are free to act in any manner we like, it is also the responsibility that is vested on us to safeguard our lives and the lives of others around us while we carry out our actions.

We are individual beings entrusted with social responsibilites.

So it is required that we use our free-will power cautiously and wisely so that we proceed safely while living the mortal life.

Temptations are normally those situations where we are incapable of fixing an immediate problem to either ourselves or others as a direct consequence to our acts in favor of the temptation and we apparently see something immediately very desirable to fulfil certain of our tastes, pleasures or instincts.

Let me illustrate these life situations with some simple examples.

As  free willed persons we are capable of jumping out of a speeding train or from a high rise building, but normally we do not do it because we know its immediate consequence. Even when such an act might give a type of pleasure fulfilling that part of our mind which finds pleasure in adventure we resist doing such a thing.

While driving a car we can hit any one or any thing or drive not following the traffic rules. But normally we do not attempt that as we know what will happen then.

Under normal circumstances we may not look indecently or ogle a good looking lady or advance towards her with that intention. Because we know the immediate likely consequences!

We may not steal some thing from the departmental store, even when it was very desirable but non affordable  because of the fear of getting caught.

But suppose a good looking lady, not your wife, takes the lead and entice you and there is no immediate likelihood that any one near to you knowing about it.

Suppose that some company representative offer you a handsome reward for doing him a favour from your organization which you are in a position to do by circumventing some rules which others are not likely to find out.

Yes, the latter two cases are examples of temptations!

Now the big question is whether we should overcome these temptations or not.

There are people who keep justifying the latter situations are sheer opportunities and those not taking advantage as foolish people.

They believe that a thief is a thief only when caught !

Many of us have heard of the Bible story of the temptations of Jesus Christ and how he had overcome those temptations even while he could have easily agreed to those, making his humanly life much easier or pleasurable. Even while he possessed the power he decided not to use such powers for his own personal benefit.

Only people of a high civilization and culture can use their free will in that manner! That is using the God given free will intelligently, wisely and judiciously.

So what do you think of overcoming temptations ?

After all it much depends on how we decide to live. We are free to decide.

We can live like a savage, totally care-free. We can also live like a civilized and wise person capable of resisting temptations. The latter choice, ofcourse, is not easy !
