Understanding the Root Causes of the Chaos, Confusions and Conflicts of Our Earth (Based on Paper-66 of the Urantia Book)

Paper 66 of The Urantia Book, titled "The Planetary Prince of Urantia," is a foundational chapter in the book's narrative of Earth’s ancient, unseen history. 

To understand this paper, one must first grasp the premise of The Urantia Book: a massive work published in 1955 that presents itself as a series of celestial revelations detailing the structure of the universe, the history of Earth (named "Urantia"), and the life of Jesus.

​Paper 66 focuses on a pivotal epoch in Earth’s prehistory—the arrival, reign, and eventual betrayal of Earth’s spiritual governor, Planetary Prince Caligastia, approximately 500,000 years ago.

​Author and Origin

​Like the rest of The Urantia Book, Paper 66 is attributed to a non-human, spiritual entity rather than a named human author. The paper is credited to a Melchizedek, a member of an order of celestial emergency teachers and universe administrators.

​According to the book's contact history, the papers were transcribed in Chicago during the 1920s and 1930s through an undisclosed process involving unseen celestial personalities ( the Revelatory Authors) and a select group of human personalities (referred to as the "contact commission" who helped in getting the massive information published in English in 1955 by a Society registered by them as the Urantia Foundation). The language of Paper 66 is formal, historical, and authoritative, written from the perspective of a non-human cosmic observer documenting planetary administration.

​To set the stage, Paper 66 outlines the state of Earth 500,000 years ago. 

At this time, human beings—specifically the early primitive, evolutionary humans—had evolved to a point where they possessed free will, spiritual potential, and basic intelligence. Nearly 500000 years of primitive human evolution had taken place by that time.

​In the cosmos as explained by The Urantia Book, whenever an inhabited planet reaches this evolutionary milestone, a Planetary Prince is dispatched from the universe headquarters to guide the emerging civilization out of savagery into higher social, cultural, and spiritual order.

​The paper details the arrival of Caligastia, a high-ranking celestial ruler appointed as Earth’s Planetary Prince on Earth.

Caligastia did not rule from the sky; he established a physical headquarters on Earth called Dalamatia, located near the Persian Gulf.

Because celestial beings cannot interact physically with humans, 100 ascendant human beings from other worlds volunteered to be embodied on Earth to serve as the Prince’s staff. They were 50 male-female couples called the  Corporeal Staff (The Caligastia One Hundred ). In reality they were humans from other physical worlds who became successful in migrating to the non physical realms of existence after their physical death.

These staff members were given modified human bodies, rendering them immune to disease and physical aging as long as they consumed a specific spiritual sustenance medicine made available to them from a special tree called the "Tree of Life".

The 100 staff members were divided into ten commissions, each tasked with educating early humans in specific domains of civilization such as:

​Health and Sanitation: Teaching hygiene, waste disposal, and basic medicine.

​Agriculture and Domestication: Introducing farming, animal husbandry, and soil care.

​Industrial Progress: Teaching weaving, metalwork, building, and toolmaking.

​Trade and Commerce: Establishing barter systems and ethical trade standards.

​Language and Communication: Standardizing speech and introducing writing.

​Government and Law: Introducing basic justice, local councils, and peaceful conflict resolution.

​Art and Science: Promoting music, architecture, and observation of nature.

​Religion and Ethics: Shifting worship away from fear of ghosts/demons toward a loving, supreme Creator.

​The goal of Dalamatia was not to magically transform humans overnight, but to accelerate natural evolution through patient education and superior guidance.

​The Caligastia Betrayal (The Lucifer Rebellion)

​The central tragedy of Earth as per Paper 66 occurs 300,000 years into Caligastia's reign (around 200,000 years ago from today).

Lucifer, the sovereign ruler of the local system of worlds to which Earth belonged (called Satania), tried a kind of  universe rebellion against his superior authorities of the Divinely Governed Universe. 

He advocated for absolute personal liberty, rejected the supreme authority and universe laws of the Universal Father God  and advocated that physical planetary worlds should be self-governing without much Universe Laws and Overcontrol. Not many local celestial rulers agreed to this. Yet a few sided with his idea. Caligastia of Earth was one among them.

Earth's Planetary Prince Caligastia embraced Lucifer’s manifesto and dragged Earth into the rebellion against the Universal Father God. He persuaded 60 of his 100 staff members to join him. The remaining 40 staff members, led by an administrator named Van, remained loyal to the cosmic order and refused to be rebellious.

The Consequences for Earth

The rebellion shattered the civilization built over 300,000 years:

​Loss of Guidance: The educational programs collapsed. The rebellious staff lost access to their life-sustaining source, becoming mortal and eventually dying.

​Cultural Regression: Instead of gradual progress, humanity fell back into fear, superstition, warfare, and savagery.

​Destruction of Dalamatia: Over time, the grand city of Dalamatia was abandoned and submerged under the waters of the Persian Gulf during geological shifts.

​Paper 66 explains that this ancient betrayal is the primary reason Earth ("Urantia") is a chaotic, confused, and suffering planet today, isolated from normal celestial communication of the rest of the Universe comprising of trillions of worlds of various sorts.

​Paper 66 serves several important functions within The Urantia Book cosmology:

​Explaining Human Suffering: It provides a cosmic framework for why human history is marked by conflict, ignorance, and spiritual confusion—attributing it to a broken administrative system rather than inherent human evil.

​Gradual vs. Instantaneous Evolution: It emphasizes that true civilization cannot be forced onto a species; it must be built slowly through education and moral growth.

​Free Will and Loyalty: The split between the loyal 40 and the rebellious 60 staff members illustrates the absolute freedom of choice granted to created beings in the universe both human and super human.

​The book explains that Caligastia is not yet punished for his misdeeds. Eventhough he's removed from his power position as the invisible earth ruler, he's still allowed to be present on earth till his adjudication is completed by the higher authorities which might happen in the near future as per universe norms. He's free to move around earth and try subtle and clever tactics on gullible humans and their leaders. He knows he's going to perish for ever in the future. But ironically, he's too egoistic to admit his mistakes and return back to the Divine fold. Apparently, he's trying to commit self destruction. And in that process he wants the maximum numbers of his subordinate subjects, human and celestial, to follow his way and get doomed. And the best way for that is rejection of God's will and plans. He's doing it and a good majority of humans of earth are finding his ways appealing rather than the Divine!

​Such people outside the community of Urantia Book readers, literary critics and comparative religion scholars view Paper 66 as an intricate work of 20th-century mythmaking. They prefer it to be ignored or view it as some kind of fraudulent blending of elements of Biblical narratives (such as the Fall of Satan, the Garden of Eden context, and early Genesis history) with early 20th-century ideas about anthropology, evolution, and social engineering.

​For followers of The Urantia Book, Paper 66 is a tragic history lesson. It paints a portrait of what Earth was meant to be—a peaceful, progressive world—and sets the stage for later papers detailing subsequent efforts to repair the damage, including the mission of Adam and Eve and the later incarnation of Jesus projecting the Divine love and care to all his creations without breaking any of His Universe Laws.
